Step 1.
In a medium bowl, whisk together ⅓ cup reduced-sodium soy sauce, 2 tablespoons lime juice, 2 tablespoons packed brown sugar, 1 tablespoon grated fresh ginger, 2 grated garlic cloves, 1 to 2 teaspoons sriracha, 1 teaspoon sesame oil, and 2 teaspoons cornstarch until smooth. Transfer half of this mixture (about ⅓ cup) to a small bowl and whisk in the remaining 1 teaspoon cornstarch and ⅓ cup water; set aside.

Step 2.
Add the thinly sliced steak to the remaining sauce in the medium bowl, toss to coat, and let marinate for 15 minutes at room temperature.

While the steak marinates, heat a large skillet over medium heat. Add ½ cup water and bring to a simmer. Add the broccoli florets and sliced stem, cover, and cook until bright green and just barely tender, 4 to 5 minutes. Transfer the broccoli to a plate.

Step 4.
Wipe out the skillet and heat 1 tablespoon canola oil over medium-high heat. Remove the steak from the marinade (discard the marinade) and cook in a single layer in batches until browned, about 2 minutes per side. Return all cooked steak to the skillet, add the reserved sauce mixture, and simmer until the sauce begins to thicken, 2 to 3 minutes. Add the cooked broccoli and toss to combine.

Serve the beef and broccoli over cooked white rice, sprinkled with chopped scallions and sesame seeds if desired.
